讲座简介：

How does environmental regulation affect firm behavior, industry performance, and social welfare? This paper develops and estimates a structural production model featuring endogenous emissions and costly abatement activities, while allowing firms to face heterogeneous environmental regulation. We employ firm-level data that report only firms’ net emissions but not abatement expenditures. The model can identify and recover firm productivity, the shadow price of emissions, and implicit output subsidies embedded in intensity-based regulation. We apply the model to China’s nonmetallic mineral products industry over 1998–2007. The results show that ignoring emissions conflates firm performance with compliance efforts undertaken by firms to satisfy environmental regulation, and disproportionately underestimates productivity for low-productivity firms. Counterfactual analysis yields two main findings. First, under emission intensity standards, welfare costs rise convexly as abatement targets become stricter; costs arising from firms’ endogenous production adjustments can account for up to 17 percent of total welfare costs. Second, replacing emission intensity standards with an emissions trading system substantially reduces the welfare cost of environmental regulation. Emissions can be cut by 44 percent without reducing total surplus.

李晟昱，澳大利亚新南威尔士大学（UNSW Sydney）商新葡京官方 经济学副教授，2014年获美国宾夕法尼亚州立大学（The Pennsylvania State University）经济学博士学位。主要研究领域为产业组织与国际贸易，侧重运用微观数据和结构模型研究政策如何影响企业行为与行业动态，并考察其对国际贸易、供应链、环境规制和公司治理等问题的影响。他还是 Association of Firms, Industries, and Policy（FIPA）的创始联合主席之一。其研究成果发表于Economic Journal, Journal of International Economics, RAND Journal of Economics, International Economic Review, European Economic Review等国际学术期刊。
